Behind Bars tight

Facing the Choice: Rehabilitation or Recidivism?

The criminal justice system struggles/grapples/confronts a persistent question/dilemma/challenge: should the focus be on rehabilitating/transforming/correcting offenders or simply containing/managing/deterring them from re-offending?
